You would probably have better luck asking at MTS. The genie lives in the objects.package so you aren't going to find him confined to a single neighborhood. I don't know if you would find him with sim surgery if you go advanced or not, but I don't have time to load SimPE to find out.  (Sorry)

You can clone files from the objects.package, but that isn't going to help you much. Your new genie would be exactly the same as the old one, including not showing up in Bodyshop... You would need to learn to edit the file after you clone it so that it looks and acts like a normal sim.  This isn't something I know how to do.
