I've deleted The Sims2 from my PC and then tried to re-install it.I made a backup before and decided to replace it in a game folder. When I've opened a game,I've seen strange thing:there were 2 copies of Downtown,Suburb,University and Vacation(now, there's 11 copies of those files). In the first file there was default hood with all the characters there,in the second-only my lots, even without default sims. So,I'm starting to browse my hood in SimPE and my sims still living there, but their type is "uneditable". What should I do to make my sims "alive" again?

If you just fix the sims while the sub-neighborhoods are still duplicating themselves, you could have them vanish all over again.
I'm not an expert on that, but I would make sure that it is overwriting where it's supposed to. Duplication sounds like it's denying permission to overwrite a file or folder, so it makes new ones. You might also want to check the game help section at Mod the Sims. They will ask for system specs, and if the problem still happens with CC removed. They will also probably want to know how the backup was made, and if you have checked to be sure that your saved games files are not "Read Only."
The procedure to fix the sims involves making sure each character file has valid character data in it. This data is usually pulled from a working backup of the sim, or from another sim who is similar (Often created for that purpose.) This is why it is much easier to simply retore a backup, presuming that you can get "restore a backup" to work properly.
